Imagine a world where every student, researcher, and faculty member in India, regardless of location or resources, has seamless access to top-tier global research. No more locked doors to knowledge or costly journal subscriptions. With the Union Cabinet’s approval of the One Nation One Subscription (ONOS) scheme on November 25, 2024, this vision is about to become a reality. But why does this initiative matter, and how will it transform the Indian academic landscape?
Why ONOS?
In India’s bustling academic corridors, access to high-quality research has always been a privilege rather than a right. International journals, essential for cutting-edge research, are often behind steep paywalls. Smaller institutions, especially those in tier-2 and tier-3 cities, struggle with limited resources, creating a knowledge divide. ONOS aims to bridge this gap, democratizing access to scholarly articles for over 6,300 higher education institutions and research centers.
What’s in Store?
ONOS isn’t just a policy, it’s a paradigm shift. With an allocation of approximately ₹6,000 crores for three years (2025-2027), the scheme will enable institutions to access thousands of international journals through a centralized subscription system. Think of it as a Netflix for research, but funded by the government and accessible to millions of students, researchers, and faculty members.
The Information and Library Network (INFLIBNET) will act as the central coordinating agency, ensuring streamlined access and periodic reviews to optimize usage. This initiative builds on the Anusandhan National Research Foundation (ANRF), emphasizing research excellence as envisioned in NEP 2020 and Viksit Bharat @2047 goals.
Here’s what it offers:
💁Universal Access: All institutions under one subscription plan gain access to thousands of international journals.
💁Centralized Management: INFLIBNET will coordinate the subscriptions, ensuring seamless access across institutions.
💁Cost-Effective: Instead of individual institutions paying for multiple subscriptions, a single national fund covers it all, saving resources.
💁Boost to Research: Researchers can publish in top-tier journals without worrying about high Article Processing Charges (APCs).
A Catalyst for Innovation
By opening the floodgates of global research, ONOS will foster an environment where creativity and innovation thrive. Students in remote villages can access the same resources as those in premier institutes. This access levels the playing field, encouraging more interdisciplinary research and reducing repetitive studies. As one official remarked, libraries are no longer confined to “brick and mortar”, they are now digital gateways to endless possibilities.
A Bigger Picture Towards a Self-Reliant India

ONOS is more than an academic initiative; it’s a strategic move towards Atmanirbhar Bharat. By empowering researchers with global insights, the scheme aims to boost India’s scientific output and global competitiveness. It aligns perfectly with the government’s vision of turning India into a global hub for research and development by 2047.
The Road Ahead
As we stand on the brink of this transformative change, the question remains: Are we ready to harness its full potential? Institutions must ensure that students and faculty are aware of and trained to utilize this vast reservoir of knowledge. Collaboration, innovation, and critical thinking will be key drivers in this new era of open-access research.
So, what does this mean for you? Whether you’re a student striving for excellence, a researcher pushing boundaries, or a teacher guiding the next generation, ONOS is your gateway to global knowledge. The future of Indian academia is here, and it’s limitless.
